Experience
Gary R. Rutledge, founding principal, serves as President of the firm of Rutledge, Ecenia, & Purnell, P.A., and coordinates the firm’s legislative and governmental affairs section. He is one of the firm’s most active attorneys in governmental, administrative and legislative matters. Mr. Rutledge works directly with numerous governmental officials in the State of Florida, including legislators, Cabinet officers and employees at all levels of government. In legislative and regulatory matters, he serves as lobbyist and attorney for local, state, national and international clients, both public and private. Mr. Rutledge also has served as Special Counsel for the Florida Department of Business Regulation and the National Association of State Racing Commissioners.

Mr. Rutledge is admitted to the Florida Bar, the United States District Court, Southern District of Florida and the United States Court of Appeals, Eleventh Circuit. In addition, Mr. Rutledge is a member of the Florida Bar Administrative Law Section. Mr. Rutledge maintains an AV rating with Martindale-Hubbell.

Education
Mr. Rutledge attended the University of Florida, receiving his Bachelor of Arts degree with honors in 1972 and his Juris Doctorate in 1976. While at the University of Florida, he served as President of the Student Senate, was a member of the Law School Council of 10 and Florida Blue Key, and was elected to the University of Florida Hall of Fame and Who’s Who Among Students in American Universities and Colleges. He was also recognized for significant legal research in the public interest by the University of Florida’s Center for Governmental Responsibility.

Professional Activities
From 1979 to 1981, Mr. Rutledge served as the Director of the Division of Pari-Mutuel Wagering within the Florida Department of Business and Professional Regulation and as the Secretary of the Department of Business and Professional Regulation from 1981 to 1984. The activities he pursued under the auspices of the Department of Business and Professional Regulation were far-reaching, including regulation of pari-mutuel wagering, alcoholic beverages and tobacco, hotels and restaurants, land sales, time-share, mobile home parks and condominium industries. In allied activities nationally, he served as a member of the National Association of State Racing Commissioners (NASRC), and was a member of the NASRC Executive Committee.

Mr. Rutledge is the author of numerous articles concerning the regulatory aspects of the industries regulated by the Department of Business and Professional Regulation and other legislative and governmental matters. He also has addressed many organizations in these areas of law, as well as other administrative, legislative, and regulatory matters. He served on Tallahassee’s initial Board of Directors of the Boys and Girls Club and on the Children’s Home Society Board of Directors.

Jonathan M. Costello

Experience
Jonathan M. Costello has been a registered lobbyist with Rutledge, Ecenia & Purnell, P.A., since 2006. In addition to his responsibilities advocating for an array of the firms clients, ranging from multinational companies to statewide associations, Mr. Costello leads the firm’s political operations by actively engaging in Florida House and Senate races across the state. Prior to joining the firm, Mr. Costello was a Program Manager for the United States Air Force. While working for the Air Force, Mr. Costello was a highly decorated civil servant, winning such awards as Program Manager of the Year for the Air Armament Center at Eglin Air Force Base as well as the Meritorious Service Medal. Mr. Costello also was the first ever civilian to attend the Non- Commissioned Officers Academy at Tyndall AFB, where he was recognized with the Commandant’s Award for being the top graduate out of a class of 200.

Education
Mr. Costello is a graduate of Florida State University where he earned both a Bachelor’s degree in Political Science magna cum laude, as well as a Masters in American Politics and Policy. In addition to lobbying, Mr. Costello also serves as an Adjunct Professor of Political Communications at Florida State University.

Margaret Menduni


Rutledge, Ecenia & Purnell, P.A.


Experience
Margaret “Margie” Menduni has been a registered lobbyist with Rutledge, Ecenia & Purnell since 1993. She currently works on issues for a variety of clients, including businesses and local governments. She has been active in local and state Republican politics since 1991, when Governor Martinez’ wife appointed her chair of numerous charitable fundraising events at the Governor’s Mansion and appointed her to the Board of Directors of the Network of Youth & Family Services. Mrs. Menduni was among a select group of lobbyists who met regularly with Governor Bush to discuss issues during his first successful election campaign. She has worked on issues involving water policy, beach restoration, growth management, historical and cultural affairs, appropriations and film and entertainment. She has worked on a number of Cabinet issues for both Miami-Dade County and the City of Miami Beach.

Education
Mrs. Menduni holds a Bachelor of Science degree in nursing from Case Western Reserve University, Cleveland, Ohio, and has graduate hours in Communication Analysis from Ohio State University.
