BROWARD COUNTY: Wendy Murray has served on the Board of Directors for the Villages of Renaissance Master Association, Inc. since its transition in 2001. Ms. Murray was elected President of the Board of Directors for the VOR in 2004 and continues to serve in that capacity.
Ms. Murray is a State Supreme Court Certified County Mediator. She is also officially certified as a Florida Emergency Management Volunteer (FEMV) by the Florida Emergency Preparedness Association Commission (FEPA). Under the Dept. of Homeland Security/FEMA, she was a CERT graduate (Community Emergency Response Team) in 2004. This training assisted her community during the busy hurricane season in 2005. Her community, the Villages of Renaissance, was the first established CERT team in the city of Miramar in 2004. Three of the five board members, at that time, were CERT members and developed the first VOR disaster plan.

Ms. Murray has achieved the CMCA designation (Certified Manager of Community Associations), is a member of CAI, The Broward Coalition and CAMP. She also serves on the Community Services Advisory Board in Miramar, and is President of the Miramar Communities Council Organizational Board.
Ms. Murray attended UNC-Wilmington and North Carolina Central University. She led a protestant missionary team in 1982-1983 in Europe and is very active in community affairs.

BROWARD COUNTY: Charlotte Greenbarg is the current President of The Broward Coalition, Inc., and has been on the Board since 1997. She has been involved in reviewing, consulting and advocating for legislation, helping to organize seminars on association issues, coordinating community organizations to take action on issues that affect their taxes and insurance and presenting the Broward Coalition's positions to local, stat e and national officials. She has brought together the best experts on subjects that affect the members and the citizens in general and made their expertise available in town hall meetings, through the Coalition's website, and at the regular monthly membership meetings.

Ms. Greenbarg began networking on behalf of the Broward Coalition in 1997, working to build the organization that is currently comprised of over 200 condos, HOAs, community organizations and businesses as well as individuals. She has compiled an extensive contact list that keeps members in touch with issues that have a direct effect on their lives, and works to help members solve problems and find qualified vendors. The Broward Coalition has no employees; all are volunteers, and that helps immensely to eliminate the conflicts of interest that plague so many not for profit organizations.
Ms. Greenbarg produces the Coalition's Newsletter and Meeting Notice ten months a year, with information and alerts for the members. The material reaches hundreds of thousands of taxpayers statewide. The e-mail blast list enables members to be up to the minute on actions that need to be taken to respond to events and issues, as well as provide an avenue for dialogue.
The Broward Coalition's close association with Donna D. Berger, Esq. our pro-bono Legal Advisor and the Community Advocacy Network (CAN) has brought invaluable education and assistance to associations struggling with the present climate of crises. CAN's "Boot Camp" grew from the meetings between Ms. Berger and the Coalition's representatives as they worked to create a plain language, common sense guide to association governance. They are presently working on writing "Ethics for Condominium and HOA Boards." Promoting ethical standards for the benefit of residents of associations is crucial to the well being of communities and the general public, and Ms. Greenbarg has concentrated efforts in this area. She has worked for years to help protect the rights of the individual and promote ethical behavior.
Ms. Greenbarg was contacted by the Institute for Justice, a national award winning not for profit organization that defends citizens' First Amendment and Property rights. Working with IJ's Senior Attorney Bert Gall, an astounding victory in Federal Court for organizations' rights to express their opinions without having to report to the government was won. The State declined to appeal the Judge's decision.
Ms. Greenbarg is a board member of the Morning Eagle Condo Association in western Montana, elected to a three year term, and has noted the sharp contrasts between the volumes of Montana and Florida association law. The Montana statutes comprise far fewer pages than Florida's, but the issues are very similar to those we face here.
Ms. Greenbarg was elected secretary at the inception of the Northeast Dade Coalition in 1985, working with the members to fight plans for a flyover that would have had a 6 per cent grade as it came to ground 50 feet from one school crossing and a few hundred yards from two other school crossings. The battle took a few years, but the Northeast Dade Coalition prevailed, and the flyover's westbound lanes are now at ground level. A simultaneous battle to prevent an amusement park from being built on a contaminated dumpsite to the west was also won. She later was elected Vice-President.
Ms. Greenbarg is a member of the Audit Committee, School Board of Broward County (appointed by Board Member Ann Murray), is a member of the SBCC Facilities Task Force, and has been heavily involved in School Board and education issues for more than three decades.
A native of Pittsburgh, Pennsylvania, Ms. Greenbarg has been a resident of Florida since 1969 and of Broward County since 1993. She attended Carnegie-Mellon (Tech) University for Painting and Design. She has two children and eight grandchildren. From 1975 - 1993, she was the Art Director for her family business, Florida Orthopedics, Inc., founded with her late husband, Bill. Their company was listed in Florida Trend as one of the 10 largest private orthopedic soft goods manufacturers in the U.S. The business was sold in 1993.

BROWARD COUNTY: Pio Ieraci is the current President of Galt Mile Community Association, Inc., a neighborhood of 27 associations in Fort Lauderdale, as well as being President of the Galt Ocean Club Condominium Association since 1990. He is also Chairman of the Galt Mile Community Association Presidents Council since 1996, Chairman of South Florida Business Advisors, Inc. since 1991, and is a member of Tower Club/Tower 100; National Association of Realtors and International Section; Florida Association of Realtors; Society of Commercial Realtors of Greater Fort Lauderdale; and Fort Lauderdale Area Association of Realtors. Mr. Ieraci is a licensed Florida State Real Estate Broker and a licensed Community Association Manager. He has served as a licensed real estate broker and President of International Property Investments Corporation since 1993.
Mr. Ieraci received a degree in business administration and marketing from the St. Clair College of Applied Arts and Technology in Windsor, Ontario, Canada. He continues to attend real estate brokerage and finance courses in the United States and Canada.
Mr. Ieraci was born, raised and lived exclusively in Windsor, Ontario, Canada until relocating to Fort Lauderdale in 1989. He is an American citizen, speaks and writes English, Italian, French and Spanish, and has been a professional musician for over 28 years.

COLLIER COUNTY: James F. Hoppensteadt serves as the President and Chief Operating Officer of the Pelican Bay Foundation.
Pelican Bay is a private community located just north of Naples, FL. The community is comprised of 93 residential condominium and homeowner associations
The Foundation, which is the master homeowners’ association representing all of the above, also operates two beach restaurant complexes; two tennis complexes; a community center housing a fitness center, education/enrichment rooms, and function rooms; a tram transportation system; an extensive beach furniture amenity; and canoeing, sailing, and beach fitness facilities. Mr. Hoppensteadt is a licensed community association manager (CAM) and a certified hotel administrator (CHA) with the American Hotel and Motel Association. COLLIER COUNTY: Ewing Sutherland has been the president of Gulfside Condominium Association in Naples for several years. Ewing is a UK graduate in Business Administration, was a senior executive of a major international group and served on its operational Boards in the USA, Ireland, UK, Australia, China and India. He brings his wealth of business and community experience to his role on the Advisory Council.
Ewing is extremely active in promoting positive legislation and resisting legislation detrimental to all condominium and home owners associations in Florida. He is in constant contact with his local state legislators, who often consult him on condominium matters. Ewing has written and spoken on condominium matters on many occasions, earning him the nickname "Mr. Condo" by the Naples Daily News Editorial Page Editor. Ewing is single minded in preserving and improving all aspects of association life and property values.

Ewing and his wife Christine came to the USA in 1988 when his company relocated them to Connecticut and have been proud US citizens since 1996. They had their first encounter with condominium living when they were transferred again by his company and took up residence in a large "Empty-Nester" Highrise in Melbourne, Australia.

COLLIER COUNTY: Edward K. Duch, Jr. has over 40 years of diverse managerial and financial experience. He is currently Chairman and CEO of Partners for Business, an investment advisory firm he started in 1990. The firm provides Advisory Partnership services focusing on Strategy Formulations, Business Development, Operational Efficiencies and Marketing/Sales Planning.
Prior to starting his company, Mr. Duch was a bank executive with a multi-state financial institution, where he held positions of increasing responsibility from 1972 to 1990. He was responsible for a variety of areas including Marketing, managing the Bank's national retail bank, overseeing the Technology and Consumer Lending Areas, as well as various other departments. Currently, Mr. Duch serves as Managing Partner for the Good Neighbors Institute, LLC, a company founded in Naples, Florida. Good Neighbors' mission is to foster a harmonious living and working environment for Owners, Board Members and General Managers of member Associations. Good Neighbors provides a web-based information system that provides Associations and its Managers the latest in professional management tools.
Mr. Duch has also published various articles on marketing and a case study on Electronic Funds Transfer at Harvard. He received his BS from Canisius College in 1970, his MBA from the State University of New York in 1972, and completed Harvard's PMD program in 1982.

LEE COUNTY: Bonita D. Vandall is President of Associa Benson's, Inc., a Florida corporation since 1975 and one of a few Florida recipients of the Community Associations Institute's highest professional designation, Accredited Association Management Company, since 1992.
Ms. Vandall is a professional community association administrator and manager since 1982. Her background includes recreational resort experience, homeowner and condominium association and commercial property management. She is a licensed Florida manager and also holds the National designations of Certified Manager of Community Associations (CMCA), Association Management Specialist (AMS) and Professional Community Association Manager (PCAM) from the Community Associations Institute and the local designation of Certified Florida Professional Manager (CFPM) from the Condominium Owners, Managers & Associates of Florida.

In recognition of her expertise, the President of the Florida Senate appointed Ms. Vandall as one of seven Statewide representatives to the Advisory Council on Condominiums. She has served on the Board of the South Gulf Coast Chapter of the Community Associations Institute for six years and was named Manager of the Year for 2001. Ms. Vandall is also a former District Five officer of the Lee County RV Park Owners Association.
Past participation in every aspect of association development from sales through turnover, preparation of budgets in excess of millions of dollars, and supervising on site employees and subcontractors continues to challenge and inspire her. She has been immersed in all aspects of associations including covenant enforcement, participation in numerous construction defect litigations, arbitration, mediation, landscape and pool renovations, roofing, waterproofing projects and pavement resurfacing. She also assists with amending and restating condominium documents.

MIAMI-DADE COUNTY: Lawrence G. Percival is the Executive Vice-President of the Kendall Federation of Homeowner Associations Inc. (KFHA) serving on their Board since 2001. He is retired from the United States Army, having enlisted during the Vietnam Era, serving overseas in Southeast Asia/Korea and several locations in the United States. Lawrence is the past Owner/President of DCA Inc., a business consulting company in Miami-Dade County for thirty years. PALM BEACH COUNTY: Barbara Zee serves as Secretary of the Vizcaya Board of Directors and is the Board Chair for insurance issues. She also serves on the Alliance of Delray Board of Directors as Vice President of Legislative Affairs and Insurance issues. She coordinated and hosted the 2008 Presidents' Council. Barbara presents legislative issues at General Meetings and for e-mail and the website. In 2008, she created the Legislative Review Program for association members' board meetings. In addition, by request, she presented Legislative Reviews for COBWRA association board members, and for some individual Boynton associations' board members. She was also invited by West Boca Community Council to appear at meetings to address insurance legislative issues.

On an on-going basis, Barbara sends research material and pertinent information from CAN to U.S. Congressman Ron Klein, Senator Bill Nelson, State Senator Ted Deutch, Palm Beach County Representatives Kevin Rader, Maria Sachs and Kelly Skidmore, plus Representative Julio Robaina (Miami Dade) and Representative Sandra Adams (Orlando). In 2004, Barbara represented the Alliance of Delray on then State Senator Ron Klein's Insurance Task Force, and worked with six county representatives developing a White Paper for his insurance bill.
In 2007, newly elected Congressman Ron Klein asked Barbara to work with his Washington office on research for a national catastrophe insurance bill. In 2008, the House of Representatives passed House Bill 335 - Homeowners' Defense Act of 2007. After House passage, Representative Klein publicly thanked Barbara for her contribution at his Palm Beach County press conference and presented her with their office's first printed copy of the official bill.
Barbara was the Alliance of Delray representative for COCA, a statewide association of associations. She organized local and other state members to work on COCA's efforts to propose legislative changes to Condo and HOA laws for the 2007-2008 state legislative sessions. The final result of the efforts of COCA and CAN resulted in House Bill 629/Senate Bill 2504 which unanimously passed both houses, but was vetoed by the Governor due to an added swimming pool amendment.
Before retiring, Barbara owned a commercial property and casualty insurance agency in Florida and had two licenses - General Lines 220 and Surplus Lines. She represented two insurers (national and international) for the entire state, and sold their products and presented educational seminars at association meetings and national conventions. Barbara was elected President of two counties and Executive Vice President of the State Board of Directors by members of a Florida business association. She served six years, until she sold the business.
Before moving to Florida, Barbara was appointed by the Mayor of Omaha, Nebraska to the Mayor's Commission on the Status of Women, was elected as Treasurer, then as Chairwoman.
Barbara has a B.S. degree in education. She taught school and, at the same time, worked for a Clinical Psychologist, while working on her Masters Degree in Psychology.

ST. LUCIE COUNTY: Joel Jeffrey is a retired engineer who served on Homeowners’ Boards in California for 9 years before moving to Florida in 1999. Mr. Jeffrey has served on the Board of Directors of Savanna Club for almost 4 years and has been active in local, State and Federal legislation that impacts deed restricted communities and developments.
Savanna Club is a community of almost 1,900 manufactured homes in Port St. Lucie; there will be about 1,936 homes at time of build out. After his service on the Board, Mr. Jeffrey continues to serve on several committees and other community organizations.

In the 1970's, Mr. Jeffrey was selected to serve on the Eisenhower Commission as one of the top 100 engineers in the United States and work with engineers from other countries to address worldwide food production issues. He has negotiated projects with government officials from the former Soviet Union, China, France, the Philippines and Mexico.
Mr. Jeffrey led the negotiations with the developer which allowed Savanna Club to become one of the few communities that has its own onsite hurricane shelters. The community was also the first in the county to be awarded the State of Florida "Fire Wise Community"
designation in St. Lucie County. Savanna Club is on the east side of
US1 and its western border is the Savanna State Preserve. The community worked with other agencies to insure brush was cleared around the 700+ acre community’s perimeter to protect the property in the event of a wildfire.
Mr. Jeffrey firmly believes that associations are more capable of determining what is best for their residents, rather than having politicians who have never seen their area make those decisions. He looks forward to working with the Council to provide the best possible lifestyle for all Florida associations and their residents.
