
BROWARD COUNTY: Ann Coughlin brings a wealth of experience to her role as an Advisory Council member for the Community Advocacy Network. Mrs. Coughlin has thirty years experience developing, implementing and overseeing multimillion dollar budgets for public and private organizations. For twelve years, Mrs. Coughlin has served as the Executive Secretary and President of a 5,000 member not-for-profit organization; she served as that organization’s media relations liaison.
Mrs. Coughlin was the co-chair of the Committee on Political Education in Alameda County, CA and was the Governor’s appointee to the Industrial Welfare Commission as well as a member of a federal Congressional Committee on human rights in El Salvador. She was awarded a “Resolution of Honor and Commendation” from the California Legislature.
Mrs. Coughlin is a published author (her book on stress in the family of peace officers has been used as a resource in law enforcement agencies throughout the nation) and an avid volunteer, having served with the American Red Cross for more than 40 years. Mrs. Coughlin has assisted victims of floods, hurricanes, tornados, fires and other national disasters.
She is a resident of the Voyager Condominium in Pompano Beach and served as the president of the Voyager board as well as serving on other community association boards throughout the State. Mrs. Coughlin also serves as the association’s legal liaison.
Mrs. Coughlin attended Florida State University, St. Mary’s College in Orinda, CA and California State University. She is married and enjoys traveling extensively with her husband.

BROWARD COUNTY: Wendy Murray has served on the Board of Directors for the Villages of Renaissance Master Association, Inc. since its transition in 2001. Ms. Murray was elected President of the Board of Directors for the VOR in 2004 and continues to serve in that capacity.
Ms. Murray is a State Supreme Court Certified County Mediator. She is also officially certified as a Florida Emergency Management Volunteer (FEMV) by the Florida Emergency Preparedness Association Commission (FEPA). Under the Dept. of Homeland Security/FEMA, she was a CERT graduate (Community Emergency Response Team) in 2004. This training assisted her community during the busy hurricane season in 2005. Her community, the Villages of Renaissance, was the first established CERT team in the city of Miramar in 2004. Three of the five board members, at that time, were CERT members and developed the first VOR disaster plan.
Ms. Murray is the President of the Villages of Renaissance Master Association. She attended UNC-Wilmington and North Carolina Central University. She led a protestant missionary team in 1982-1983 in europe and is very active in community affairs.

COLLIER COUNTY: James F. Hoppensteadt serves as the President and Chief Operating Officer of the Pelican Bay Foundation.
Pelican Bay is a private community located just north of Naples, FL. The community is comprised of 93 residential condominium and homeowner associations
The Foundation, which is the master homeowners’ association representing all of the above, also operates two beach restaurant complexes; two tennis complexes; a community center housing a fitness center, education/enrichment rooms, and function rooms; a tram transportation system; an extensive beach furniture amenity; and canoeing, sailing, and beach fitness facilities. The Foundation owns over 80 acres of land providing for the above, 2 leisure parks, and over 2.5 miles of berm paths and boardwalks.
Pelican Bay has about 6,478 residential units, accounting for more than 13,000 residents seasonally. Pelican Bay has a tax base of $5.86 billion. Mr. Hoppensteadt is a licensed community association manager (CAM) and a certified hotel administrator (CHA) with the American Hotel and Motel Association. Mr. Hoppensteadt is also a Community Emergency Response Team (CERT) member whose community involvement includes: Plymouth Visitor Services - Board of Directors; Junior Achievement – Corporate Volunteer; South Shore Women’s Center – Charity Golf Sponsorship Chairman; Plymouth Area Visiting Nurse / Cranberry Hospice - Board of Directors; Outstanding Community Service Award – Plymouth Chamber of Commerce; Plymouth Economic Development Foundation – Trustee; South Coastal Workforce Investment Board - Board of Directors; Plymouth County Visitor and Convention Bureau – Board of Directors; Plymouth Area Chamber of Commerce – Board of Directors; United Way Campaign – Section Chair; Pima County Business Partnership with Education – Trustee; FL Committee for Employment of the Handicapped – Governor’s Committee; and Rotary Club International. PALM BEACH COUNTY: We are pleased to announce that Barbara Zee, former President of the Alliance of Delray, has agreed to be our Advisory Council member for Palm Beach County. Barbara is heavily involved in the Vizcaya and Alliance of Delray Boards, is a legislative consultant for COBWRA, and conducts research for U.S. Congressman Ron Klein and U.S. Senator Bill Nelson. ST. LUCIE COUNTY: Joel Jeffrey is a retired engineer who served on Homeowners’ Boards in California for 9 years before moving to Florida in 1999. Mr. Jeffrey has served on the Board of Directors of Savanna Club for almost 4 years and has been active in local, State and Federal legislation that impacts deed restricted communities and developments. Savanna Club is a community of almost 1,900 manufactured homes in Port St. Lucie; there will be about 1,936 homes at time of build out. After his service on the Board, Mr. Jeffrey continues to serve on several committees and other community organizations.
In the 1970's, Mr. Jeffrey was selected to serve on the Eisenhower Commission as one of the top 100 engineers in the United States and work with engineers from other countries to address worldwide food production issues. He has negotiated projects with government officials from the former Soviet Union, China, France, the Philippines and Mexico.
Mr. Jeffrey led the negotiations with the developer which allowed Savanna Club to become one of the few communities that has its own onsite hurricane shelters. The community was also the first in the county to be awarded the State of Florida "Fire Wise Community" designation in St. Lucie County. Savanna Club is on the east side of US1 and its western border is the Savanna State Preserve. The community worked with other agencies to insure brush was cleared around the 700+ acre community’s perimeter to protect the property in the event of a wildfire.
Mr. Jeffrey firmly believes that associations are more capable of determining what is best for their residents, rather than having politicians who have never seen their area make those decisions. He looks forward to working with the Council to provide the best possible lifestyle for all Florida associations and their residents.
