Mr. Dunbar's practice focuses on administrative, real property, and governmental law. Mr. Dunbar began his long career in Florida government as a distinguished member of the Florida House representing Pinellas and Pasco counties in the Florida Legislature. Upon leaving the Legislature, he held the posts of General Counsel and Director of Legislative Affairs under Governor Bob Martinez and as General Counsel at the Department of Financial Services. He also served as Chief of Staff during the transition from the Martinez administration to the administration of Governor Lawton Chiles. Mr. Dunbar was admitted to the Florida Bar in 1972 and joined Pennington, Moore, Wilkinson, Bell & Dunbar upon leaving the Executive Office of the Governor. Mr. Dunbar is a member of the American College of Real Estate Lawyers and has been named by his peers as one of the top lawyers in the state in the annual Legal Elite Survey by Florida Trend magazine.

Education

Mr. Dunbar is a graduate of The Florida State University and an honors graduate from the The Florida State University College of Law. He currently serves as an adjunct professor at the FSU College of Law.

Professional Activities

Mr. Dunbar served two terms as a member of the Florida Commission on Ethics. He previously served as a member and chairman of the NOAA Sea Grant Review Panel of the U.S. Department of Commerce, a member of the Florida Judicial Council, a board member of the Collins Center for Public Policy, the Interim General Counsel of the West Coast Regional Water Supply Authority, and as the Pasco County Attorney. Mr. Dunbar currently serves as legislative counsel to the Real Property Probate and Trust Law Section of the Florida Bar, and as general counsel to the Conference of Circuit Court Judges. He is also a member and Vice Chairman of the Florida Condominium Advisory Council. Mr. Dunbar holds an AV rating from the Martindale Hubbell Law Directory, and is a member of the Administrative Law and Real Property, Probate and Trust Law Sections of The Florida Bar. Mr. Dunbar served as a member of the Florida House of Representatives for ten (10) years. During his legislative career, he served as a member of the House Judiciary Committee and sponsored or co-sponsored every major new law affecting condominiums during his decade of service in the Legislature. He is an author of five (5) books on community association housing, including Condominium Concept and The Law of Florida Homeowners Association.

Personal Interests

Mr. Dunbar is a golfer, fisherman and a member of the United States Golf Association, the International Game Fish Association and the Coastal Conservation Association.
